UAE DO NOT CALL REGISTRY (DNCR)

DNCR compliance for UAE sales calls: checked before the phone rings

The DNCR is the UAE's national Do Not Call Registry: you may not make promotional calls to numbers on it. Grow50X checks every number before your reps or your AI agent make a promotional call, blocks registered numbers, holds calls outside 9:00 to 18:00 and keeps a record of every decision.

THE RULES

The UAE telemarketing rules, in plain words

Twelve facts, each with its source, checked on 3 and 4 October 2026.

  1. 01

    What the DNCR is

The national list of UAE numbers whose owners don't want promotional calls, supervised by TDRA. It started in September 2022.

    Source: Cabinet Resolution 56 of 2024, e&

  2. 02

    Consent doesn't override it

If a number is on the DNCR, it must not get promotional calls, even if its owner agreed earlier.

    Source: e&, du

  3. 03

    Check before you call

Before a promotional call, the business must check that the number isn't on the DNCR. Since September 2026, checks must be regular.

  4. 04

    Checking is free

With e&, through the Business Online Portal. With du, by uploading your list in your business account.

  5. 05

    Calling hours

Promotional calls are allowed only between 9:00 and 18:00.

Source: Cabinet Resolution 56 of 2024, article 5

  6. 06

    How a call starts

The caller says the company name and the reason for the call, and tells the customer the call is recorded.

Source: Cabinet Resolution 56 of 2024, articles 4 and 5

  7. 07

    Calling again

If the customer says no on the first call, don't call back. If they don't answer or hang up: no more than one more call a day and two a week.

  8. 08

    Numbers and approval

Calls must come from local numbers registered to the company's licence, never a personal number. The company needs approval for telemarketing first, and must train its callers on the DNCR.

  9. 09

    Who it covers

Every company licensed in the UAE, including free zone companies, and call teams abroad calling for a UAE business.

    Black points

Since 1 September 2026, each violation adds black points to the calling number. At 5 points, the number goes on the Do Not Originate Register and can't make outgoing calls until AED 5,000 is paid for it. At 25 points on a trade licence, the business can't buy or activate telecom services.

    Fines

Fines under Cabinet Resolution 57 of 2024 range from AED 10,000 to AED 150,000.

THREE CONTROLS

Every number checked before the call connects

Checked before the call

Each number is checked against the DNCR before a promotional call is placed, including when a rep calls from the CRM.

Blocked automatically

A registered number can't be dialled from the system and is marked in the CRM, so reps don't have to remember the rules.

Rules for each team and campaign

Set different rules by team, rep, company number, campaign or lead source. Promotional calls are held outside 9:00 to 18:00.

HOW THE CHECK WORKS

From the call button to a saved decision

  1. 01

    The rep presses call

From the phone system or from the customer's record in the CRM. Calls by the AI agent go through the same check.

  2. 02

    The number is checked

Against the UAE DNCR and against your own block list of customers who asked not to be called.

  3. 03

    The decision is applied

A clear number is called between 9:00 and 18:00 UAE time. Outside those hours, the call is held. A registered number is blocked and marked in the CRM.

  4. 04

    The decision is saved

Every check and every blocked call is saved with the date and time, and you can export the log.

Repeat calls are limited too: one call a day and two a week when the customer doesn't answer, and none after a no.

Any company licensed in the UAE that makes promotional calls, including free zone companies.

Teams calling from abroad

A call team outside the UAE calling customers for a UAE business.

People and machines

The rules apply to your reps and to automated calling systems alike.

What this page and service do not do

This page is not legal advice. DNCR screening doesn't replace consent records or telemarketing approval. We can't remove black points or take a number off the Do Not Originate Register. Rules change, so this page shows when it was last reviewed. Saudi Arabia and other Gulf countries have different rules.

QUESTIONS

Straight answers

What does DNCR mean?
DNCR stands for Do Not Call Registry. In the UAE, it's the national list of phone numbers whose owners don't want promotional calls, supervised by the Telecommunications and Digital Government Regulatory Authority (TDRA). Businesses must check numbers against it before making promotional calls.
What is the DNCR in the UAE?
The UAE DNCR is the national Do Not Call Registry, running since September 2022 and supervised by TDRA. A number on it must not receive promotional calls, even if its owner agreed earlier. The rules apply to every company licensed in the UAE, including free zone companies.
How do I check if a number is on the DNCR?
Through your telecom operator, free of charge: with e& in the Business Online Portal, and with du by uploading your list in your business account. Grow50X runs the check automatically before each promotional call, so your reps don't have to check numbers by hand.
Is checking the DNCR free?
Yes. Both e& and du let businesses check numbers against the DNCR free of charge through their business accounts. Since September 2026, the check must be done regularly before promotional calls, not just once.
Can we call a customer on the DNCR if they agreed before?
Not for promotional calls. e& and du both say a number on the DNCR must not receive promotional calls, even if its owner agreed earlier. Keep your consent records anyway; the DNCR check doesn't replace them.
What are black points and the Do Not Originate Register?
Since 1 September 2026, each telemarketing violation adds black points to the calling number. At 5 points, the number goes on the Do Not Originate Register and can't make outgoing calls until AED 5,000 is paid for it. At 25 points on a trade licence, the business can't buy or activate telecom services.
What is the fine for calling a number on the DNCR?
Fines under Cabinet Resolution 57 of 2024 range from AED 10,000 to AED 150,000, according to the Ministry of Economy. Black points on the calling number come on top, and repeated violations can stop the number from making calls.
What time can businesses make promotional calls in the UAE?
Only between 9:00 and 18:00, under Cabinet Resolution 56 of 2024. If the customer says no on the first call, don't call back; if they don't answer or hang up, no more than one more call a day and two a week. Grow50X holds calls outside those hours.
Do the rules apply to AI calls and to teams outside the UAE?
Yes. Automated calling systems are allowed but follow the same rules, and the rules cover call teams abroad calling for a UAE business. Grow50X runs the same DNCR check on calls by the AI agent as on calls by your reps.
Is a registered number blocked before the call connects, even from the CRM?
Yes. The check runs the moment the rep presses call, in the phone system or from the customer's record in the CRM. A registered number can't be dialled and is marked in the CRM, and the blocked attempt is saved with the date and time.
Does DNCR screening replace consent records or legal advice?
No. Screening blocks calls to registered numbers, but telemarketing approval, consent records and caller training stay with your business, and this page is not legal advice. For a specific case, ask your legal adviser and your telecom operator.
How much does DNCR compliance cost?
The price depends on your team and how many calls you make, so we quote after a short call with you. Book a demo to get your price.
